What Massachusetts Law Says About Security Deposits and Cleaning

Under Massachusetts General Laws Chapter 186, Section 15B, a landlord may deduct from your security deposit for damage beyond normal wear and tear — and that includes leaving the unit in an unclean condition. However, the landlord must provide an itemized written statement of deductions within 30 days of your move-out date. If they fail to do so, they forfeit the right to keep any portion of the deposit.

The key phrase here is “beyond normal wear and tear.” Light scuffs on walls, minor carpet wear from foot traffic, and small nail holes are generally considered normal. Grease-caked stovetops, mold in the bathroom, heavily stained carpets, and a kitchen that has never been properly cleaned are not. Move-Out Cleaning Checklist — Room by Room

Kitchen

  • Clean inside and outside of the oven, including racks, broiler drawer, and oven door glass
  • Clean inside and outside of the microwave — walls, ceiling, turntable, and door seal
  • Wipe down the exterior of the refrigerator including the top, sides, and handles
  • Clean inside the refrigerator and freezer if left behind — remove all food, wipe all shelves and drawers, and deodorize
  • Degrease the stovetop, burners, drip pans, and control knobs
  • Clean the range hood exterior and filter
  • Wipe down the interior and exterior of all cabinets and drawers
  • Scrub the sink — basin, faucet, handles, and drain
  • Clean and disinfect all countertops including the edges and backsplash
  • Wipe down all cabinet and drawer hardware
  • Sweep and mop the floor thoroughly, including the edges and corners
  • Empty and wipe down all trash receptacles

Bathrooms

  • Scrub the toilet thoroughly — bowl, under the rim, seat, lid, tank exterior, and base
  • Clean behind and around the base of the toilet
  • Scrub the bathtub and/or shower — tile walls, floor, fixtures, and drain
  • Remove soap scum and hard water buildup from all surfaces
  • Scrub grout lines in tile — discolored grout is a common inspection flag
  • Clean the shower curtain rod and rings, or remove if it belongs to you
  • Scrub and sanitize the sink and faucet
  • Clean all mirrors streak-free
  • Wipe down all shelving, towel bars, and accessories
  • Clean the exhaust fan cover
  • Sweep and mop the floor, including behind the toilet and in corners
  • Empty the trash and remove the liner

Bedrooms

  • Wipe down all walls — look for scuffs, marks, and crayon or pen marks

Living Room and Common Areas

  • Wipe down all walls for marks, scuffs, and stains
  • Clean window sills, tracks, and interior glass throughout
  • Dust and wipe all baseboards and trim
  • Clean all light fixtures and ceiling fan blades
  • Wipe down all light switches, outlet covers, and door handles
  • Vacuum all carpets and rugs, sweep and mop all hard floors
  • Wipe down the interior of any built-in shelving or cabinetry

Entry, Hallways, and Laundry Area

  • Sweep and mop all hallways and entryways
  • Wipe down entry closet interior — shelves, walls, and floor
  • Clean the washer drum and wipe down the exterior if a washer is included
  • Clean the dryer drum, lint trap, and exterior if a dryer is included
  • Wipe down all walls and baseboards in hallway areas
  • Clean any storage areas or utility closets included in the unit

Final Walkthrough — Before You Hand Over the Keys

  • Remove every single personal item from the unit — check all closets, cabinets, and storage areas
  • Remove all trash from inside the unit and dispose of it properly outside
  • Check that all light bulbs are working and replace any that are burned out
  • Make sure all windows open, close, and lock properly
  • Test all appliances left behind to confirm they are working
  • Take timestamped photographs of every room after cleaning for your records
